Following a decision by Cyngor Gwynedd and the Isle of Anglesey County Council to cease the joint working agreement on Planning Policy matters on 31 March 2023, the Gwynedd Planning Policy Service has been established.
The process of preparing a new Local Development Plan (LDP) for the Gwynedd Local Planning Authority area only (which is the area of Gwynedd located outside the Eryri National Park) has commenced. The new LDP will cover a period between 2024 and 2039. The Anglesey and Gwynedd Joint Local Development Plan continues to provide the local policy framework for decisions on planning applications, until the Gwynedd Local Development Plan is adopted.
Candidate Sites
A key stage in the process of preparing a Local Development Plan is to identify potential sites for a range of land uses including housing, employment and other uses such as community and recreation. It is also important to identify sites that need protecting due to their special landscape, open space or conservation value.

Guidance and Information relating to the Candidate Site Process
Candidate Site submissions should have regard to the following guidance and information:
- Candidate Site Guidance Notes (opens in new tab): Provides guidance on completing each question on the form and on the additional information that needs to be submitted in support of the submission.
- Interactive Constraints Map: Created to identify any key policy and designated site constraints. Site proposers will need to refer to the Constraints Map in order to respond to relevant questions on the Candidate Site Submission Form. Please note that this data should NOT be relied on for legal purposes and may not be fully up-to-date with changes made to the constraints' data in the County. The Council can accept no responsibility for any error or inaccuracy which may arise'.
- Candidate Site Assessment Methodology (opens in new tab): Sets out the process, assessment criteria, and methodology to be used by the LPA to determine the suitability of Candidate Sites for inclusion as Allocated Sites within the new LDP.

The Candidate Site Register
The Candidate Sites Register (CSR) sets out an index of all sites submitted during the “Call for Sites” stage. The Register identifies the site reference number, site name, location, site area (ha) and suggested use by the proposer of the Candidate Site.
The register is divided by city, town and community council areas. Please be aware that some sites located adjacent to a settlement may fall within the adjoining community council area. Therefore, it is advised that you also review the register for the adjacent area in which you are interested. A map of the community councils can be found at the start of the register.
If a community council is not listed below, no candidate sites has been submitted in that particular community council area.
The Gwynedd LDP relates to Gwynedd Local Planning Authority Area only (it does not include the area of Gwynedd located within the Eryri National Park).
Please note at this register is not a public consultation document; merely a statement of fact of all the candidate sites which have been submitted at this stage. The Council will not discuss the merits or otherwise of individual sites as this would be premature in this stage of the plan preparation.
Placing the site on the Candidate Site Register does not represent any commitment on the part of Cyngor Gwynedd to take the site forward to the Gwynedd LDP.
