Our Area: Local Regeneration Plans
The Gwynedd Regeneration Framework's intention is to ensure that proactive steps are in place to ensure collaboration and improve the areas economically, environmentally, socially, and culturally.
Our vision is to develop and support sustainable communities that are healthy, prosperous, and dynamic, with the confidence to venture, the ambition and ability to contribute their own solutions to local needs, and the ability to take advantage of new opportunities.
As part of that Framework, the county has been divided into 13 Local Regeneration Areas, and an action plan has been created for each area.
The plans will be live documents that will be updated annually following continuous discussions with stakeholders in the local community.
The action plans recognise projects which respond to local priorities.
Action plans
The Bala and Penllyn area is located in the eastern part of the County, with the town of Bala at the centre of the area. The area includes the town communities of Bala, Llandderfel,Llanuwchllyn, Llangywer and Llanycil.
The main priorities highlighted in the Action Plan are:
- Plans to ensure housing that suits the needs of local people
- Plans to maintain and develop public footpaths and cycle paths, and develop green spaces
- Develop plans to meet the needs of young people in the area.
- Plans to support local businesses and enterprises and promote local products, which would also attract more businesses, creating high-value jobs for the area.
- Plans to develop a local public transport network that is accessible, integrated, and suitable for local needs.
- A greener area - renewable energy, reducing the use of plastic, car charging points, tree planting schemes, etc.
- An effective Sustainable Tourism Plan to better manage and maximise tourism and increase the economic potential for local people
- Plans and support for activities that promote the Welsh language and culture, and that support learners of the language
- Plans to protect the agricultural industry in the area
- Broadband Infrastructure Upgrade
- Plans to strengthen care provision for elderly and vulnerable people.

Y Bala and Penllyn Action Plan
The historic area of Bro Ardudwy is located on the coast of Meirionnydd connecting Bae Tremadog with the Rhinogydd mountains of Eryri and includes the towns of Harlech to the north and Abermaw to the south. The area includes the communities of Abermaw, Dyffryn Ardudwy, Harlech, Llanbedr, Llanfair, Talsarnau and Talybont.
The main priorities highlighted in the Action Plan are:
- Plans to support local businesses and enterprises and promote local products, attracting more businesses, which will create high-value jobs for the area
- Plans to ensure housing that suits the needs of local people
- Plans to develop a public transport network
- Plans to develop the Llanbedr Airport site
- Introduce legislation to effectively manage the summer house and second home sector
- Plans to resolve parking and traffic issues
- A greener area - renewable energy, reducing the use of plastic, car charging points, tree planting schemes, etc.
- Broadband infrastructure upgrade
- Plans to improve cycling and walking routes in the area
- Improvements to Abermaw harbour
- Plans to improve local community facilities and resources to bring people together
- Plans to develop better sports provision in the area and support for community leisure centres
- Plans and support for activities that promote the Welsh language and culture and which support learners of the language
- Plans to develop skills and confidence among community members, and promote better collaboration

Bro Ardudwy Area Action Plan
Dolgellau area is located in South Eryri and the town of Dolgellau is central to the area. This area plan includes the communities of Llanelltyd, Ganllwyd, Mawddwy, Brithdir, Llanfachreth, Rhydymain, Dolgellau, Arthog and Corris.
The main priorities highlighted in the Action Plan are:
- Plans to strengthen the health and care resources locally
- Plans to ensure housing that suits the needs of local people
- Plans to secure work and high value jobs
- Plans to support local businesses to establish and thrive
- A greener area - renewable energy, reducing the use of plastic, car charging points, tree planting schemes, etc.
- Plans to respect and enjoy the area's environment
- Upgrade broadband infrastructure
- Plans to develop the food sector locally
- Plans to make better use of public buildings and Penarlâg Offices in Dolgellau
- Plans to tackle poverty

Dolgellau Area Action Plan
The Bangor Area is located on the banks of the Menai with the city of Bangor as its centre. This plan covers an area which includes Bangor City Council, Glasinfryn, Pentir and Felinheli Community Councils.
The main priorities highlighted in the Action Plan are:
- Plans to develop and regenerate the High Street
- Develop plans to meet the needs of young people in the area
- A greener area - renewable energy, reducing the use of plastic, car charging points, tree planting schemes, etc.
- Plans to keep the area's communities clean and tidy
- Plans to tackle negative attitudes and build pride in the city and the surrounding area
- Plans to maintain and develop public footpaths and cycle paths
- Giving more attention to the areas beyond Bangor city centre
- Plans to organise and promote more events, such as fairs, locally

Bangor Area Action Plan
The Caernarfon area is located between the banks of the Menai and the mountains of Eryri. The historic town of Caernarfon is the centre of the area which also includes the community of Y Bontnewydd.
The main priorities highlighted in the Action Plan are:
- Plans to improve the appearance of the area - tidying up, more bins, wildflowers, etc.
- Plans to create work and high-value jobs in the area
- Plans to support local businesses and enterprises to establish and thrive
- Plans to ensure housing that suits the needs of local people in the area
- It is necessary to provide more facilities for young people in the area, and encourage them to take a more active part in the community
- Plans to reduce anti-social behaviour
- A greener area - renewable energy, reducing the use of plastic, car charging points, tree planting schemes, etc.
- An effective Sustainable Tourism Plan to better manage tourism and maximize the economic potential for local people
- Plans to maintain and develop public paths, cycling and walking paths in the area
- Plans to develop a local public transport network that is accessible, integrated and suitable for the needs of the area
- There is a need for better provision within the area of health and well-being in the area, as well as the development of a community hub to direct individuals to suitable services

Caernarfon Area Action Plan
The Pen Llŷn Area is located in the Western part of the County, the coastal and rural features of Pen Llŷn are central to it. The Area includes the communities of Nefyn, Llanengan, Botwnnog, Aberdaron, Llanbedrog and Tudweiliog.
The main priorities highlighted in the Action Plan are:
- Schemes to ensure housing that suits the needs of local people
- Schemes to support local businesses and enterprises, and promote local products, attracting more businesses, which will create high value jobs for the area
- Schemes to secure work and high-value jobs
- Introduce legislation to effectively manage the summer homes and second homes sector
- A greener area - renewable energy, reducing the use of plastic, car charging points, tree planting schemes, etc.
- Schemes to strengthen the health and care resources locally
- Review of Planning Policies
- Schemes to develop a public transport network that is accessible, integrated and suitable for the local needs of the area
- An effective Sustainable Tourism Plan to better manage tourism and maximize the economic potential for local people
- More schemes to provide activities and support for young people
- Schemes to tackle poverty

Pen Llŷn Area Action Plan
The Pwllheli Area is located in the western part of the County, with the coastal town of Pwllheli being an important centre for the area. The area includes the communities of Pwllheli, Buan, Pistyll, Llannor, Llanystumdwy and Llanaelhaearn.
The main priorities highlighted in the Action Plan are:
- Plans to secure homes suitable for the needs of local people to buy and rent
- Plans to bring empty buildings back into use
- Plans to support local businesses to establish and thrive, and to create work and high-value jobs locally
- Legislation to have better control of holiday homes and second homes
- Hotel development (national company) in Pwllheli
- A greener area - renewable energy, reducing the use of plastic, car charging points, tree planting schemes, etc.
- Plans to strengthen the health and care resources locally
- Plans to maintain and develop walking paths and cycle paths in the area
- An effective Sustainable Tourism Plan to better manage tourism and maximize the economic potential for local people
- A more visible police presence in the area
- Plans to keep the area's communities clean and tidy

Pwllheli Area Plan
The Dyffryn Ogwen Area is located in the northern part of the County, and connects the Menai Straits with the mountains of Eryri. It is a historic area which was also central to the growth of the slate industry, which has greatly influenced the development of the area, with the town of Bethesda being the centre of the area. The area also includes the communities of Llanllechid, Llandygai and Abergwyngregyn.
The main priorities highlighted in the Action Plan are:
- Plans to provide more facilities for young people
- Plans to solve road condition, traffic and parking problems for local people and visitors
- A greener area - renewable energy, reducing the use of plastic, car charging points, treeplanting schemes etc.
- Improve provision of shops and retail units locally
- Plans to develop a local public transport network that is accessible, integrated and suitable for the needs of the area
- Plans to solve the area's drug problems
- Develop sustainable tourism locally in order to get the best benefit for communities e.g., take advantage of the World Heritage Site
- Plans to improve local community facilities and resources in order to bring people together
- Promote better collaboration between groups, social enterprises, community councils and Cyngor Gwynedd to solve local problems
- More pressure on local comments to planning applications

Dyffryn Ogwen Area Action Plan
Bro Peris is located in the heart of Eryri with Yr Wyddfa as the centre. This plan includes the areas of Waunfawr, Caeathro, Llanrug, Cwm-Y-Glo, Llanddeiniolen, Llanberis, Nant Peris, and Betws Garmon.
The main priorities highlighted in the Action Plan are:
- Plans to ensure housing that suits the needs of local people
- Introduce legislation to effectively manage the summer house and second home sector
- Plans to improve parking management for visitors and local people
- Plans to develop a local public transport network that is accessible, integrated and suitable for the needs of the area
- A greener area - renewable energy, reducing the use of plastic, car charging points, tree planting schemes, etc.
- Plans to maintain and develop public footpaths and cycle paths
- Plans to improve the appearance of the area – clean streets, more bins, street flowers, etc.

Bro Peris Area Plan
The location of Bro Ffestiniog is central to the County and to the mountains of Eryri. It is a historic area which was also key to the growth of the slate industry, which has greatly influenced the development of the area, with the town of Blaenau Ffestiniog in the centre. The area also includes the communities of Ffestiniog, Trawsfynydd and Maentwrog.
The main priorities highlighted in the Action Plan are:
- Plans to secure work and high-value jobs
- Plans to support local businesses, enterprises and plans to transform the image of the High Street
- Plans to ensure housing that suits the needs of local people
- Plans to develop a public transport network that is accessible, integrated and suitable for the local needs of the area
- Plans to tackle poverty
- A greener area - renewable energy, reducing the use of plastic, car charging points, tree planting schemes etc
- More plans for providing activities and support for young people
- An effective Sustainable Tourism Plan to better manage tourism and maximize the economic potential for local people

Bro Ffestiniog Area Action Plan
The historic area of Bro Lleu Nantlle is located in the North-Western part of the County and includes the geographical area of Dyffryn Nantlle. The area includes the town of Penygroes and the communities of Llanllyfni, Llandwrog, Llanwnda and Chlynnog.
The main priorities highlighted in the Action Plan are:
- Plans to strengthen the area's health, care and wellbeing resources
- Plans to ensure suitable and affordable housing for local people to buy or rent
- Plans to secure work and high value jobs locally
- More facilities for young people in the area and plans to encourage them to take an active part in the community by joining local committees, etc.
- Plans to tackle poverty
- A greener area – environmental improvements, tree planting, renewable energy, plastic free area, charging points and a plan to ensure the area is ready to cope with climate change
- Legislation and plans to get better control of holiday homes and second homes
- Plans to develop accessible, integrated and suitable public transport for local needs
- More support for businesses to thrive locally
- Upgrade broadband infrastructure
- Plans and support for activities that promote the Welsh language and culture and that support learners of the language

Bro Lleu and Nantlle Area Plan
Tywyn and Bro Dysynni Area is located in the southern part of Gwynedd, which incorporates the historic Dysynni valley and nearby coastal areas including the town of Tywyn. The area includes the communities of Tywyn, Aberdyfi, Bryncrug, Corris, Llangelynnin, Llanegryn, Llanfihangel y Pennant, and Pennal.
The main priorities highlighted in the Action Plan are:
- Plans to strengthen the health and care resources locally
- Plans to resolve the issue of the Corbett Hotel in Tywyn
- Plans to ensure housing that suits the needs of local people
- A Recycling Centre is needed in Tywyn
- Plans to develop a public transport network that is accessible, integrated and suitable for the local needs of the area
- Plans to support local businesses and enterprises, and promote local products, which would also attract more businesses, creating high-value jobs for the area
- Plans for providing community activities and supporting young people
- Plans to secure work and high-value jobs

Tywyn and Bro Dysynni Area Action Plan
The Porthmadog and Penrhyndeudraeth Area stretches from the coast of Bae Tremadog to the mountains of Eryri. The Area includes the communities of Porthmadog, Beddgelert, Cricieth, Dolbenmaen, Llanfrothen and Penrhyndeudraeth.
The main priorities highlighted in the Action Plan are:
- Plans to ensure housing that suits the needs of local people
- Plans to create work and high-value jobs, and to attract money and investment to the area
- Plans to provide more facilities and skills for young people
- Plans to develop health,well-being and care resources in the area
- A greener area - renewable energy, reducing the use of plastic, car charging points, tree planting schemes, etc.
- Plans to develop accessible, integrated and suitable public transport for local needs
- Plans and support for activities that promote the Welsh language and culture and that support learners of the language
- Plans to respond to the fact that the population of the area is getting older
- Plans to tackle traffic problems
