The Gwynedd Regeneration Framework's intention is to ensure that proactive steps are in place to ensure collaboration and improve the areas economically, environmentally, socially, and culturally.
Our vision is to develop and support sustainable communities that are healthy, prosperous, and dynamic, with the confidence to venture, the ambition and ability to contribute their own solutions to local needs, and the ability to take advantage of new opportunities.
As part of that Framework, the county has been divided into 13 Local Regeneration Areas, and an action plan has been created for each area.
The plans will be live documents that will be updated annually following continuous discussions with stakeholders in the local community.
The action plans recognise projects which respond to local priorities.
Action plans
The Bala and Penllyn area is located in the eastern part of the County, with the town of Bala at the centre of the area. The area includes the town communities of Bala, Llandderfel,Llanuwchllyn, Llangywer and Llanycil.
The main priorities highlighted in the Action Plan are:
- Plans to ensure housing that suits the needs of local people
- Plans to maintain and develop public footpaths and cycle paths, and develop green spaces
- Develop plans to meet the needs of young people in the area.
- Plans to support local businesses and enterprises and promote local products, which would also attract more businesses, creating high-value jobs for the area.
- Plans to develop a local public transport network that is accessible, integrated, and suitable for local needs.
- A greener area - renewable energy, reducing the use of plastic, car charging points, tree planting schemes, etc.
- An effective Sustainable Tourism Plan to better manage and maximise tourism and increase the economic potential for local people
- Plans and support for activities that promote the Welsh language and culture, and that support learners of the language
- Plans to protect the agricultural industry in the area
- Broadband Infrastructure Upgrade
- Plans to strengthen care provision for elderly and vulnerable people.

The historic area of Bro Ardudwy is located on the coast of Meirionnydd connecting Bae Tremadog with the Rhinogydd mountains of Eryri and includes the towns of Harlech to the north and Abermaw to the south. The area includes the communities of Abermaw, Dyffryn Ardudwy, Harlech, Llanbedr, Llanfair, Talsarnau and Talybont.
The main priorities highlighted in the Action Plan are:
- Plans to support local businesses and enterprises and promote local products, attracting more businesses, which will create high-value jobs for the area
- Plans to ensure housing that suits the needs of local people
- Plans to develop a public transport network
- Plans to develop the Llanbedr Airport site
- Introduce legislation to effectively manage the summer house and second home sector
- Plans to resolve parking and traffic issues
- A greener area - renewable energy, reducing the use of plastic, car charging points, tree planting schemes, etc.

- Improvements to Abermaw harbour

Dolgellau area is located in South Eryri and the town of Dolgellau is central to the area. This area plan includes the communities of Llanelltyd, Ganllwyd, Mawddwy, Brithdir, Llanfachreth, Rhydymain, Dolgellau, Arthog and Corris.

The Bangor Area is located on the banks of the Menai with the city of Bangor as its centre. This plan covers an area which includes Bangor City Council, Glasinfryn, Pentir and Felinheli Community Councils.

- Develop plans to meet the needs of young people in the area
- A greener area - renewable energy, reducing the use of plastic, car charging points, tree planting schemes, etc.

The Caernarfon area is located between the banks of the Menai and the mountains of Eryri. The historic town of Caernarfon is the centre of the area which also includes the community of Y Bontnewydd.

- Plans to create work and high-value jobs in the area
- Plans to support local businesses and enterprises to establish and thrive
- Plans to ensure housing that suits the needs of local people in the area
- It is necessary to provide more facilities for young people in the area, and encourage them to take a more active part in the community
- Plans to reduce anti-social behaviour
- A greener area - renewable energy, reducing the use of plastic, car charging points, tree planting schemes, etc.
- An effective Sustainable Tourism Plan to better manage tourism and maximize the economic potential for local people
- Plans to maintain and develop public paths, cycling and walking paths in the area
- Plans to develop a local public transport network that is accessible, integrated and suitable for the needs of the area
- There is a need for better provision within the area of health and well-being in the area, as well as the development of a community hub to direct individuals to suitable services

The Pwllheli Area is located in the western part of the County, with the coastal town of Pwllheli being an important centre for the area. The area includes the communities of Pwllheli, Buan, Pistyll, Llannor, Llanystumdwy and Llanaelhaearn.

- Plans to bring empty buildings back into use

The Dyffryn Ogwen Area is located in the northern part of the County, and connects the Menai Straits with the mountains of Eryri. It is a historic area which was also central to the growth of the slate industry, which has greatly influenced the development of the area, with the town of Bethesda being the centre of the area. The area also includes the communities of Llanllechid, Llandygai and Abergwyngregyn.
The main priorities highlighted in the Action Plan are:
- Plans to provide more facilities for young people
- Plans to solve road condition, traffic and parking problems for local people and visitors
- A greener area - renewable energy, reducing the use of plastic, car charging points, treeplanting schemes etc.
- Improve provision of shops and retail units locally
- Plans to develop a local public transport network that is accessible, integrated and suitable for the needs of the area
- Plans to solve the area's drug problems
- Develop sustainable tourism locally in order to get the best benefit for communities e.g., take advantage of the World Heritage Site
- Plans to improve local community facilities and resources in order to bring people together
- Promote better collaboration between groups, social enterprises, community councils and Cyngor Gwynedd to solve local problems
