Decision Notification - Ysgol Y Garreg

At its meeting on 9 June 2026, Cyngor Gwynedd’s Cabinet decided to approve the proposal to "close Ysgol Y Garreg 31 August 2026 and denote Ysgol Cefn Coch as the alternative school from 1 September 2026."

The proposal was developed because of many notable challenges facing the school, namely:

  • Very low numbers of learners attending the school - there were two learners on the register at the time of the January 2026 PLASC census;
  • A high percentage of empty places with 95% of empty places in the school (Reception to Year 6 class);
  • Projections based on January 2026 PLASC numbers suggest that there will be no learners of statutory age in the school in September 2026 as there are no learners in the Reception to Year 5 classes nor in the Nursery class.

The Authority is of the opinion that following the objection period, none of the other options, including federalisation, would address the main challenges facing the school and that implementing the proposal is the most appropriate response to Ysgol Y Garreg's situation.

In accordance with the guidelines of the School Organisation Code 011/2018 it is required to share the Cabinet's decision in the form of a Decision Letter with the stakeholders specified in the code.

Cabinet meeting 9 June 2026, Objection Report – Ysgol Y Garreg

As a result of the decision made by the Cabinet at its meeting on 10 February 2026, a Statutory Notice was published on the proposed proposal on 25 February 2026, starting an objection period of 28 days. The objection period ended on 24 March 2026 and no objection was received.

The objection report was brought before the Cabinet on 9 June 2026 asking the Cabinet to finally confirm the proposal given by statutory notice, namely - "to close Ysgol Y Garreg on 31 August and denote Ysgol Cefn Coch as the alternative school from 1 September 2026."

The proposal was drawn up as a result of the need to address the very low numbers of learners who attend Ysgol Y Garreg and as a result, the small size of the classes, as well as low projections of numbers for the future. None of the other options identified for the school, including federalisation, addressed these challenges. As a result, it is considered that closing the school is the most appropriate option.

Objection Period

As outlined in the Statutory Notice, anyone may object to the proposal within a period of 28 days from the date on which this proposal was published, that is by 24 March, 2026.

At its meeting on 10 February 2026, Cyngor Gwynedd’s Cabinet decided to approve publishing a statutory notice, allowing a statutory objection period of 28 days on the proposal to close Ysgol Y Garreg on 31 August 2026.

After the objection period ends, any objections received will be considered before a final decision is made.
