Applying for the Homebuy Scheme

If the calculator shows that you may be eligible, move on to Step 2.

You, and any joint applicant, will need to provide personal information and copies of the following documents:

  • Proof of Identity (ID) (passport / birth certificate / driving licence)
  • Proof of address (council tax letter, utility bills, bank statements or electoral register confirmation)
  • A Mortgage Agreement in Principle (AIP) showing the maximum amount you can borrow.

Application form – part 1 

You must provide the information within 5 working days of being invited to submit your documents. If you cannot submit the documents within this time for any reason, please contact us. If we do not hear from you within this period, your application will be closed.

Cyngor Gwynedd will assess your application against the scheme criteria. If you are eligible and funding is available, you will be invited to complete Part 2 of the application form.

If your application meets the criteria, the Council will ask you to provide further information, including:

  • 3 months of recent bank statements (all accounts)
  • 3 months of your most recent payslips
  • Proof of any other income
  • Proof of deposit (savings, ISA, shares, bonds)
  • P60
  • Details of bank loans (if applicable)
  • Details of credit cards (if applicable)
  • Details of store accounts or store cards (if applicable)
  • Childcare costs (if applicable)
  • If self-employed: SA302 certificates for the last 3 years

You must provide the information within 5 working days from the date of being invited to complete Part 2 of the application form. If you cannot submit the documents within this time for any reason, please contact us. If we do not hear from you within this period, your application will be closed.

Cyngor Gwynedd will check that your personal circumstances are eligible and meet the conditions of the Homebuy Scheme.

If your application is eligible, you will receive an Agreement in Principle for a loan from Cyngor Gwynedd.

  • We will confirm the maximum purchase price for a property.
  • Once you have found a property, you will need to agree a price with the seller and confirm the property details with us.
  • You can start searching for a property on the open market.

Cyngor Gwynedd will check that the property is eligible for the scheme.

  • You will need to complete a full mortgage application and provide a copy of your mortgage offer.
  • You will need to arrange a property valuation by a RICS surveyor and provide a copy of the report to Cyngor Gwynedd.

Cyngor Gwynedd will review the full application and decide whether to make a formal offer.

After receiving the property details, Cyngor Gwynedd will assess the full application and, if eligible, the Council will make a formal loan offer.

If you wish to proceed:

  • You will need to appoint a solicitor to act on your behalf
  • The solicitor will deal with the purchase of the property and the relevant legal document.

Cyngor Gwynedd will exchange legal documents and transfer the funds so that you can complete the purchase.

On completion day, the purchase is completed and you can collect the keys to your new home.
