Empty Properties - regeneration
Responding to the challenge of empty properties is a strategic objective and a priority for Cyngor Gwynedd. The Council is committed to regenerating town centres and strengthening communities by bringing empty buildings back into use.
In response to this, a Cross-Departmental Group has been established with representatives from key Council services as well as the Eryri National Park Authority. The purpose of the group is to coordinate efforts to bring empty properties back into use and improve the environment.
The functions of the Group include:
- Establishing a cross-departmental approach to tackle empty properties
- Prioritising a list of sites and agreeing on actions
- Holding case conferences to decide on appropriate interventions
- Sharing information, good practice, and legislative changes
- Strengthening links with property owners to identify opportunities and barriers in order to respond to them.
Empty Property Interventions
There are a range of possible interventions that can be used to respond to the challenge of empty properties. The Cross-Departmental Group has adopted the Welsh Government’s action model, which includes the following categories:
- Providing general information and advice
- Technical support and specialist advice
- Financial support – grants or loans
- Warnings or threats of enforcement action
- Recovery of debts linked to the property
- Formal enforcement (as a last resort)
Empty Property Data
The Council has developed data profiles for Gwynedd town centres. These profiles provide a picture of the current situation in Gwynedd towns – including data on population, building uses, and empty properties.
