Disabled Parking Permits (Blue Badge)

The Blue Badge scheme provides essential parking concessions for people with disabilities, allowing for easier access to shops, services, and community spaces. If you have a disability or health condition that makes walking difficult, you may be eligible for a Blue Badge. This page explains how the scheme works, how to apply, and where you can use your badge within our area.

Who Can Apply?

You can apply for a Blue Badge if you:

  • Have a permanent disability or health condition that makes walking difficult.
  • Are registered blind.
  • Receive the higher rate of the mobility component of the Disability Living Allowance (DLA).
  • Receive a Personal Independence Payment (PIP) and meet the eligibility criteria for mobility.
  • Have a terminal illness that limits your mobility.
  • Have severe disabilities in both arms and regularly drive a vehicle but are unable to operate or have considerable difficulty operating parking meters.

How to Apply

You can apply for a Blue Badge online through the UK government’s website or by completing a paper application form available at our council offices. Applications will require:

  • Proof of identity (such as a passport or driving licence).
  • Proof of address (such as a utility bill or council tax letter).
  • A recent passport-sized photograph.
  • Proof of your disability or health condition (such as a letter from your doctor or benefits statement).

If you need assistance completing the form, our customer services team is happy to help.

Using Your Blue Badge

The Blue Badge allows you to:

  • Park in disabled bays in car parks and on streets, often for free or for longer periods.
  • Park on single or double yellow lines for up to three hours, provided there are no loading restrictions.
  • Park for free in certain pay-and-display car parks and on-street parking areas.

When displaying your Blue Badge, ensure it is clearly visible on the dashboard of your vehicle. The badge must only be used when the badge holder is driving or being transported in the vehicle.

Where You Can Use Your Badge

The Blue Badge is valid throughout the UK and the European Union, offering parking concessions in most areas. However, restrictions may vary between councils and parking authorities. Be sure to check local rules before parking in unfamiliar areas. In our council area, Blue Badge holders can park in designated disabled bays in council-run car parks and on streets where applicable. Always observe local signage to ensure you are parked legally.

Misuse of the Blue Badge

The Blue Badge is for the sole use of the badge holder. Misusing the badge, such as allowing others to use it when the badge holder is not present, is a serious offence and can result in a fine of up to £1,000. We carry out regular enforcement to ensure that badges are being used correctly.

Renewal and Replacement

Blue Badges are valid for three years and must be renewed before the expiry date. You can renew your badge online or by post, following the same process as when you applied. If your Blue Badge is lost, stolen, or damaged, you can request a replacement by contacting our council offices.
