Diwyllesiant
The Diwyllesiant project supports the benefit and well-being of Gwynedd's communities, environment and businesses by promoting and developing opportunities in the following priority areas.
- Heritage culture
- Leisure and sports
- A sustainable visiting economy
The project is a response of the priorities identified in the Cyngor Gwynedd Plan for 2023-28 and the Gwynedd and Eryri Sustainable Visitor Economy Plan 2025. These priorities have been identified after extensive consultations with Gwynedd residents and businesses.
What are the project's priorities?
- Promote and celebrate Gwynedd's Unique culture and heritage by implementing a package of activities
- Development programs and artistic, literary and archiving activities across all the Council's sites, including Storiel and Neuadd Dwyfor.
- Marketing and communications program to promote arts and heritage
- Piloting a program of cultural activities for residents of Gwynedd's residential homes
- Improvements to Arfon (Caernarfon) and Dwyfor (Pwllheli) leisure centres
- Support the development of an all weather pitch in new Tywyn.
- 'Beics i bawb’ scheme, Antur Waunfawr which provides opportunities to learn to cycle through schools and clubs
- Marketing Campaigns to develop new audiences and attract visitors throughout the year.
- A sustainable tourism economy development package including training, supporting career opportunities for young people and research work.
- Support Ecoamgueddfa, Bangor University in order to investigate the development of new Ecoamgueddfa areas in Bangor and Blaenau Ffestiniog.
The project is led by Cyngor Gwynedd together with external partners such as Bangor University and Antur Waunfawr as well as working together for a number of services across Cyngor Gwynedd.
The project started it’s first phase in September 2023-March 2025, Cyngor Gwynedd received a budget of over £1.6m from the United Kingdom Government's Common Prosperity fund. The project is now in its second phase in April 2025-March 2026 with the budget of £1.35m.
The project has been mainly funded through the UK Government's Common Prosperity Fund; £988,000 with the remainder of the total project of £1.35m (approximately £360,000) being co-funded by the Council.

As part of the Diwyllesiant Project, in May 2025 Diwyllesiant Culture Fund was opened to support the benefit and well-being of Gwynedd's Communities, Environment and Businesses through the following activities
- Cultural
- Leisure
- A sustainable visiting economy
Between April 2025 and March 2026, 69 community organisations will be supported across Gwynedd including
- Sports Clubs
- Cultural and community events
- Activities for children and young people
- Wellbeing Projects
