Objection period

Based on the fact that there were no pupils at Ysgol Cwm y Glo on the pupil level annual Schools Census in January 2019, Gwynedd Council's Education Cabinet Member, through a decision notice, has

  • approved the commencement of a process to close Ysgol Cwm y Glo on 31 August 2019.
  • In accordance with the School Standards and Organisation Act 2013 and the School Organisation Code guidance 011/2018, published a statutory notice stating that the School will close on 31 August 2019, allowing an objection period of 28 days in accordance with the Act. 

In accordance with the above decisions, a Statutory Notice was issued on 22 February 2019.

The objection period to this Statutory Notice ended on 22 March 2019, and no objections were received.
Based on the fact that no objections were received, a decision notice was issued on the 29 March 2019 with the proposal to close the School on the 31 August 2019. 

 

Statutory Notice 

On the 21st of February 2019, the Cabinet Member for Education issued a Decision Notice, with the decision to issue a Statutory Notice on the proposed closure of Ysgol Cwm y Glo on the 31st August 2019.

Statutory Notice was issued on 22 February 2019. Anyone can object to the proposal within a period of 28 days after the date of which the notice is published, that is by 22 March 2019.

Background

In recent years, there has been a significant fall in the number of pupils in Ysgol Cwm y Glo.

With a capacity of 72 places, numbers have dropped annually leaving 6 pupils on the register on the first day September 2018 term. By 18 September 2018, those pupils had moved to other schools.

As there were no pupils on the register on the school census day, which was the 3rd Tuesday in January 2019, discussions were held between the Governing Body and Officers of Gwynedd Council, and it was decided to propose to close the school.

To submit a proposal to close a school, in accordance with the requirements of the Welsh Government in the School Standards and Organisation (Wales) Act 2013, a statutory order is required. The steps to this procedure are listed below:

February 2019 - Submit a report to the Cabinet Member for Education in Gwynedd Council. The Cabinet Member will decide whether or not to issue a Statutory Notice.

February 2019 - Subject to the decision of the Cabinet Member, a Statutory Notice will be issued. It will be possible to object to the proposal at this point.

March 2019 - Following the Statutory Notice period, a report will be submitted to the Gwynedd Council Cabinet Member, including any objections received. The Cabinet Member will then make a final decision to approve or not.

August 2019 - Cwm y Glo School will formally close, or continue with the current procedure.
