Welsh Government December 2020 – January 2021 Restrictions Business Funds

THE FUND HAS NOW CLOSED.

The Welsh Government announced on 29 January that further support will be made available following the extension of Level 4 Restrictions.

  • Businesses liable for Non-domestic Rates who have already received funds for the December 2020 and January 2021 period will receive the additional support during February without the need to present another application (eligible businesses who have not previously received support will still be able to apply by completing a simple application form).
  • Small businesses who don’t pay Non-domestic Rates, and have lost a large part of their income, will also be able to able to access additional support by completing a simple application form.  The application form for the new funding will be available during the week commencing the 8th of February.

These funds were launched by the Welsh Government in response to the restrictions on hospitality and some other sectors from the 4th of December. 2020 and more broadly after Wales entered Alert Level 4 restrictions on the 20th of December 2020. 

The support covers the impact on businesses during December 2020 and January 2021. 

For businesses that receive a Business Rates bill (even if they are not required to pay anything) the following assistance is available (see guidelines - note these have not been updated since the introduction of Alert Level 4):

Grant A

(for businesses located in premises with a rateable value of £12,000 or less)

ONE of the following: 

  • Payment of £3,000 to businesses required to close by the regulations (see guidelines - note these have not been updated since the introduction of Alert Level 4).

Eligible businesses support by the recent Firebreak Grants have already received this payment directly - there is no need to submit an application.

If you are an eligible business that hasn’t already received a payment, you can still apply for support by completing a simple form - click below to submit an application:

  • Payment of £3,000 to businesses that supply businesses required to close that can demonstrate (on a self-declared basis) a reduction of 40% or more in turnover as a direct result of the new restrictions.

Grant B

(for businesses situated in premises with a rateable value of between £12,001 and £51,000)

ONE of the following: 

  • Payment of £5,000 to businesses required to close by the regulations (see guidelines - note these have not been updated since the introduction of Alert Level 4).

Eligible businesses supported by the recent Firebreak Grants have already received this payment directly - there is no need to submit an application.

Grant C

(for businesses situated in premises with a rateable value of between £51,001 and £150,000)

ONE of the following: 

  • Payment of £5,000 to businesses required to close by the regulations (see guidelines - note these have not been updated since the introduction of Alert Level 4).

EVERY eligible business in this category will need to complete a simple form - click below to submit an application:

  • Payment of £5,000 to businesses that supply businesses required to close that can demonstrate (on a self-declared basis) a reduction of 40% or more in turnover as a direct result of the new restrictions.

For businesses that do not receive a Business Rates bill the following support is available (more information about the support and guidelines):

ONE of the following: 

  • A discretionary payment of £2,000 for small businesses that have been forced to close as a result of the Alert Level 4 restrictions.

  • A discretionary payment of £2,000 for small businesses that can demonstrate (on a self-declared basis) a reduction of 40% or more in turnover as a direct result of the new restrictions.

PLEASE REMEMBER, A BUSINESS CAN ONLY RECEIVE ONE PAYMENT. 

PLEASE ENSURE THAT YOU READ THE FUND GUIDELINES BEFORE SUBMITTING AN APPLICATION.

BUSINESSES THAT HAVE NOT PREVIOUSLY RECEIVED SUPPORT FROM GWYNEDD COUNCIL (FROM THE FREELANCER FUND, THE NEW BUSINESSES FUND OR THE LOCKDOWN DISCRETIONARY GRANT FUND) WILL NEED TO PROVIDE A DIGITAL COPY OF A RECENT BANK STATEMENT - ENSURE THAT A COPY IS TO HAND BEFORE YOU START YOUR APPLICATION.

BUSINESSES THAT ARE ELIGIBLE TO RECEIVE SUPPORT THAT IS AVAILABLE TO BUSINESSES THAT PAY BUSINESS RATES (SEE ABOVE) OR SPECIFIC SUPPORT TO THE HOSPITALITY, TOURISM AND LEISURE SECTOR (SEE BELOW) ARE NOT ELIGIBLE TO RECEIVE SUPPORT FROM THIS FUND. 

The support is targeted towards hospitality, tourism and leisure businesses, or companies who supply them, that have seen a reduction of 60% or more in their turnover as a direct result to the new restrictions.

To be eligible, businesses will have to employ staff (via PAYE) and be: 

• registered for Value Added Tax (or exempt from VAT) with a turnover of £85,000 or more; 

or

• a limited company with a turnover of £50,000 or more.

£2,500 is available for single employee businesses; businesses that employ up to a maximum of 10 employees will receive £1,500 per employee; and, businesses who employ between 11 and 249 employees will receive £1,500 per employee or their operational costs for the restriction period, up to a maximum of £100,000.

Large, Welsh headquatered businesses that employ 250 or more may also receive support to a maximum of £150,000.
